The Flood situation in the Red River Valley is becoming serious. If you
wish provide assistance do so with caution and deploy only when you
have specific instructions from the folks in that area. Contact them in
advance so you will know where and when you will be needed. The Red
River amateur radio folks have sent me this document for general
distribution:

The flooding has started about 1 -1/2 weeks early and the crest is much
higher than expected. Officials are expecting it to crest sometime
Thursday, March 26th. They need about 20 -30 hams to help out starting
Thursday and maybe going into next week.
This urgent request was submitted by the Red River Radio Amateurs to
assist with 24 hour dike watching. Full details are available on their
web site at: www.rrra.org. The web site contains the names and e-mail
address of club contact members.
On their web site is a list of what to bring and a map of the area.
However, the list didn't mention a flashlight and extra batteries.
